Debating the Ministry of Industry, Trade and Tourism annual reports 2016/2017-2017/2018 was irrelevant because it did not comply with the financial management act, SODELPA MP Simione Rasova told Parliament yesterday.
“This annual report should have been tabled in Parliament long before I came in,” he said.
“The Prime Minister Voreqe Bainimarama did the amendment on the Financial Management Act, knowing fully well that his Government, permanent secretaries, line ministers and Cabinet ministers are confined to the Financial Management Act of 2010.
“This means within two weeks after the end of every month or any other time stated in the manual, the permanent secretaries must provide a management report to respective ministers.
“Within two weeks after the end of each quarter, the permanent secretaries must submit to the Ministers a report on the financial operations of agencies as compared with the budget and progress on the implementation speculated in the annual report.
“It’s now four years, going on to five years; we are going to argue about the Ministry of Industry, Trade and Tourism annual reports of 2016 to 2018.
“Where is the transparency, accountability and credibility always trumpeted by this Government.”
He said it was unprecedented for any Government to debate an annual report after four to five years.
“Unfortunately, we have 14 reports coming late to Parliament and it’s almost irrelevant to argue about it.”
